Investing in educational capital
In a general context of decentralization, local governments have increased their investments in higher education and research for three main reasons:
- The special triangular relationship that exists between the fields of higher education, research and companies makes it necessary to render higher education policies, innovation trends, economic development and employment all complementarity,
- The fundamental role played by the equipment used within higher education and research in the light of town and country planning development,
- The need for dealing with professional insertion issues as soon as possible in order to limit the risks of joblessness once students leave the academic system.
